Lawmakers urge federal funding for Palisades restart

A bipartisan group of nine House members is calling on the Department of Energy to give “fair, full, and swift consideration” to Holtec International’s application for DOE Loan Programs Office funding to restart the company’s Palisades nuclear plant, closed last year by the facility’s previous owner, Entergy.

Holtec, Wolverine ink power purchase agreement for Palisades

Holtec International’s ongoing effort to repower Michigan’s closed Palisades nuclear plant made progress this week with the signing of a power purchase agreement (PPA) between the firm’s Holtec Palisades Energy LLC subsidiary and Wolverine Power Cooperative, a not-for-profit energy provider to the rural communities across Michigan.

Last Energy, a Washington, D.C.–based small modular reactor startup, has signed a letter of intent with Poland’s Legnica Special Economic Zone (LSSE) and DB Energy for a power plant featuring 10 small modular reactors with 200 MWe of capacity to fuel the region’s industrial activities. (Established in 1997, the LSSE covers 18 subzones located in the central part of southwestern Poland’s Dolnośląskie Province and is home to more than 75 companies providing some 16,000 jobs.)

Bill calling for advanced nuclear PPAs introduced

Reps. Dan Newhouse (R., Wash.) and Elaine Luria (D., Va.) late last month introduced legislation to establish a long-term nuclear power purchase agreement program that would direct the secretary of energy to enter into one or more agreements to purchase nuclear power from reactors licensed after January 2020. Dubbed the Nuclear Power Purchase Agreements Act, the bill would also require the secretary to enter into one national security–related nuclear power purchase agreement prior to 2026 to provide reliable and resilient power in “remote off-grid” and emergency scenarios.

Palisades license transfer request submitted to NRC

Entergy Corporation and Holtec International have jointly submitted an application to the Nuclear Regulatory Commission for approval of the transfer of the licenses for the Palisades nuclear plant, in Covert, Mich., to Holtec, following the plant’s permanent shutdown and defueling in the spring of 2022.

The application, dated December 23, also requests approval of the license transfer of Entergy’s decommissioned Big Rock Point facility near Charlevoix, Mich., where only the independent spent fuel storage installation (ISFSI) remains.

Final outage completed at Palisades plant

Entergy Corporation’s Palisades nuclear power plant returned to service on October 21, following the completion of the Covert, Mich., facility’s final refueling and maintenance outage, which began on August 30.

The company invested more than $86.5 million during the outage, according to Entergy. The plant’s 600 full-time nuclear professionals worked with approximately 800 supplemental workers to replace reactor fuel and to inspect and upgrade hundreds of pipes, pumps, electrical components, and other equipment.
